According to the official, more than 20 addresses have already been recorded where such citizens create inconveniences for their neighbors. In private homes, the situation is even more serious: they can keep up to 100 dogs and cats.
During the meeting, the Rules for Keeping Pets were also discussed.
Ramiz Aliyev emphasized that the new document introduces restrictions on the number of pets.
According to the rules, in apartment buildings, it is allowed:
— one dog with puppies up to 2 months old;
— two cats with kittens up to 3 months old.
In private yards, it is permissible:
— three dogs with puppies up to 3 months old;
— three cats with kittens up to 3 months old.
Deputy Erkin Bakhtiyarov noted that in some apartments, there are up to 10 cats, and everything is "clean" there. He asked what would happen to such owners.
“I know 10 addresses in Bishkek where more than 30-40 cats are kept in apartments. Neighbors will confirm this. If your neighbor had 40 cats... No matter how tidy they are, it leads to a terrible smell, fur, and problems with walking them in the hallway. We are not against keeping animals, but I believe that for an apartment, two cats is quite a sufficient norm,” Aliyev explained.
The deputy agreed with the vice mayor's position regarding 40 cats but suggested not imposing strict limits, but rather outlining requirements for compliance with sanitary norms for keeping animals.
Additionally, Erkin Bakhtiyarov proposed to exclude the provision on the culling of cats from the draft.
“I understand the necessity of culling dogs, as they can attack people in packs, but cats never create such problems,” he noted.
“This provision existed before,” the vice mayor added.
Commission Chairman Alymbek Baktybekov voiced citizens' appeals received by the mayor's office regarding the new draft rules for keeping pets.
“If we start reading them, we will take up the whole day. You need to consider the proposals and provide an official response. There are many animal lovers in the city, and the mayor's office should clearly define its position,” he said.
It was also mentioned at the meeting that in Turkey, cats are "not touched."
Recall that in the summer of 2025, a draft resolution of the Bishkek City Kenesh "On the Approval of the Rules for Keeping Pets and Grazing Livestock in the Capital" was submitted for public discussion. The document faced criticism from the public.
