He emphasized that cats do not pose a danger to people, as they do not attack in groups. Bakhtiyarov also expressed concern about the introduction of restrictions on the number of animals in apartments, pointing out cases where up to ten cats can live in one house while maintaining cleanliness.
In response, Vice Mayor Ramiz Aliyev noted that such cases are rare. "I can name addresses where 50-60 animals are kept. In some apartments, there are 30-40 cats, which creates significant inconveniences for neighbors. There are even private houses with up to 100 dogs. If your neighbor kept 40 cats, believe me, it would be unpleasant," he said, adding that two cats in an apartment is a reasonable norm.
Aliyev reminded that the current rules also included a provision for the shooting of cats.
Commission Chairman Alymbek Baktybekov suggested that the mayor's office consider Bakhtiyarov's initiative.
He stated that a decision on this matter cannot be made by just one deputy and called on the mayor's office to officially state its position before the BGK session. The deputy noted that there are both animal lovers and opponents among the population, and a clear opinion on this issue is required.
Aliyev added that during discussions with animal rights activists and ecologists, various opinions were expressed: some support the possibility of keeping 10-20 cats and 15 dogs, while others oppose it.
Therefore, in the opinion of the mayor's office, the optimal solution would be to establish a limit of two cats and one dog. "We are not against animals; we are simply striving for order," concluded the vice mayor.
