This event is organized in accordance with the resolution of the Government of the Kyrgyz Republic dated April 10, 2012, No. 237, which mandates the annual celebration of the International Day of Persons with Disabilities. The festival is part of a month-long campaign that usually runs from November to December, in accordance with the plan of the Culture Department of the city administration.
Applications for the festival have been received from 23 organizations, including 11 children's and 12 adult public associations, foundations, and rehabilitation centers working with people with disabilities.
The judging panel consists of folk and honored artists, as well as associate professors from universities and cultural excellence awardees of Kyrgyzstan.
The festival of amateur art, which has delighted audiences for 25 years, includes seven different nominations:
- Vocal
- Choral music
- Artistic reading
- Performance of works on musical instruments
- Fashion show
- Pantomime
- Dance (individual or group)
Additionally, within the framework of the applied arts competition, works are presented in techniques such as felt, wood, knitting, macramé, beadwork, metal, watercolor, and many other forms of creativity.
