
On October 27, 2025, the Cabinet of Ministers adopted Resolution No. 697, which introduces a new Regulation on the social support of children by social workers.
According to the government, the purpose of this document is to establish clear rules for providing social support to children and their families who are in difficult life circumstances.
The new regulation includes the following aspects:
- the procedure for the employment of social workers;
 - qualification requirements, as well as the rights and obligations of specialists;
 - the main functions of social workers;
 - the procedure for providing social services to children and their families.
 
- if there are persons with disabilities in the family, including a child who requires constant care;
 - if a child under guardianship or in a foster family faces difficult life situations;
 - in the case of offenses committed by the child;
 - if there is no ability to provide care for a child or a person with a disability;
 - as a result of family conflicts or violence;
 - in the absence of a permanent place of residence, including graduates of boarding schools and orphanages;
 - in other situations where a child needs social protection, as determined by the authorized body.
 
This resolution will come into effect ten days after its official publication.
