The deputies of the Osh City Council discussed a draft resolution at their meeting on November 25 concerning the determination of the cost of additional services for calculating average prices for booking burial plots in the city's cemeteries. This issue was included in the agenda of the XVII session of the council.

Some deputies expressed the opinion that the established cost of booking plots in cemeteries is excessive and does not correspond to the cultural traditions of the local population. As a result of the discussion, the draft resolution was withdrawn, and it was decided to conduct a public discussion.

Meder Abdymanapov, a deputy from the "Mildet" faction who supports this project, commented on the situation for Turmush. He noted that local authorities are obliged to implement the resolution of the Cabinet of Ministers approved on August 19, 2025. According to him, if a citizen wishes to be buried next to their spouse, they need to pay 100,000 soms for 10 years of booking.

The resolution of the Cabinet of Ministers came into force 15 days after its adoption, and local self-government bodies were required to bring their orders in line with the specified project. The amount of 100,000 soms was established for cities of republican significance, such as Osh and Bishkek, while for cities of regional significance it is 75,000 soms, and for district cities — 50,000 soms.

However, the Bureau for Citizen Services of the city of Osh increased this amount. It added the cost of its services and set the total price at 293,000 soms, which includes 100,000 soms according to the resolution and 193,000 soms for the bureau's services. This proposal was submitted for consideration to the Osh City Council.

Barchyn Tanyrov, the head of the bureau, explained that the 193,000 soms is the fee for 10 years of maintenance of the reserved plot in the cemetery. This amount includes services for cleaning, mowing grass, and installing fences. He noted that according to the project, the agreement comes into force only after booking and paying the 100,000 soms. If after 10 years the citizen does not wish to extend the booking, the money is not refunded, but in the case of damage to the burial site due to natural disasters, the funds will be returned.

Tanyrov also added that previously in Osh, there was no system for booking cemetery plots, and the plots were provided for free.

Nevertheless, the deputies did not support the proposed project. As stated by the chairman of the Osh City Council, Bolot Bayetov, the project was rejected and sent for public discussion. He noted that the tariff of 193,000 soms will be discussed again, as this is a matter of public significance.

Kutmanaly Abdyrahman uulu, a deputy from the "Muras" faction, opposed the project, pointing out issues with the additional tariff from the Bureau for Citizen Services. He emphasized that the Cabinet of Ministers approved only 100,000 soms, and the proposed 193,000 for cemetery maintenance is excessive. In his opinion, this decision may cause dissatisfaction among the population and does not correspond to local traditions.

The Bureau for Citizen Services is responsible for cemeteries in Osh. After the administrative reform, the number of cemeteries under their management increased from 13 to 50, as the city's territory significantly expanded. According to data from the bureau, 15 out of 50 cemeteries are already full.

The bureau is funded from the city budget, with more than 14 million soms allocated annually for its maintenance.
