
The Bishkek City Hall has received numerous complaints regarding the unsafe behavior of drivers.
Municipal authorities remind companies engaged in rental and delivery services using personal mobility devices (PMDs), as well as taxi drivers, of the necessity to strictly adhere to legislative norms. This is stated in their official announcement.
The city hall clarified that according to the resolutions of the Cabinet of Ministers of the Kyrgyz Republic No. 183 dated April 7, 2025, and No. 191 dated April 9, 2025:
- Individuals over 14 years old may use PMDs, taking into account weight and the presence of cycling infrastructure;
- Mopeds are allowed for use only from the age of 16, and their movement on sidewalks and pedestrian paths is strictly prohibited;
- PMDs must be equipped with a speed limiter up to 25 km/h, brakes, a horn, reflectors, and headlights;
- Companies must monitor the movement of PMDs and prevent them from being left in public places;
- Users are responsible for any violations of traffic rules and any damage caused.
The city hall noted that they continue to receive numerous complaints about the dangerous actions of electric scooter, moped, and taxi drivers operating under the 'Yandex' brand, including speeding, driving on sidewalks, and improper parking near crossings and stops.
"Such actions pose a danger to pedestrians, especially children and people with disabilities. The city hall demands the immediate rectification of violations and the alignment of the operations of all rental, delivery, and taxi services with the legislation. In the event of inaction and repeated violations, the city hall will be forced to initiate the suspension of the activities of companies that do not comply with the established norms," the municipality's statement emphasizes.
