The City Hall reminds of the following provisions regarding the use of SIMs:
- Individuals over 14 years old have the right to use SIMs, provided that the appropriate infrastructure is available;
- Mopeds can only be used by those aged 16 and older, and their movement on sidewalks and pedestrian paths is prohibited;
- SIMs must be equipped with a speed limiter of up to 25 km/h, brakes, a horn, reflectors, and a headlight;
- Companies are required to monitor the movement of SIMs and prevent them from being left in public places;
- Users are responsible for any violations of traffic rules and any damage caused.
The capital's City Hall reports receiving numerous complaints about the unsafe behavior of electric scooter, moped, and Yandex taxi drivers. The main issues include speeding, riding on sidewalks, and parking near pedestrian crossings and stops, which poses a threat to pedestrian safety, especially for children and individuals with disabilities.
Authorities demand the immediate rectification of all violations and the alignment of the operations of all rental, delivery, and taxi services with current regulations. In the event of inaction or repeated violations, the City Hall is prepared to initiate the suspension of activities of companies that do not comply with the established rules.
