Vice Mayor Ramiz Aliyev presented a number of proposals that, in the opinion of the municipality, require approval:
- a ban on organizing dog fights and promoting such events;
- a ban on cruelty to animals and birds;
- the obligation to place storage for waste and manure at least 15 meters away from windows and doors;
- removal of waste at least twice a week (currently once);
- mandatory registration of pets;
- ensuring silence in apartments with dogs from 11:00 PM to 7:00 AM (there is currently no such requirement);
- a ban on feeding stray animals.
“Insufficient attention to animals from the population is one of the main reasons for the appearance of stray dogs. The Osh market and its surroundings are the main points from which stray animals originate. Every weekend, various animals are sold at the flea market, and if they are not sold, they are simply thrown away. If someone decides to get a pet, they must register it and vaccinate it, as well as go through other necessary procedures,” noted Ramiz Aliyev.
He also added that residents, wanting to help, feed stray dogs, which in turn leads to their accumulation in certain places. “A vivid example is packs of animals around basements that are fed by the homeless. This creates a danger for city residents,” the vice mayor added.
Aliyev reported that the municipal enterprise “Tazalyk” will be tasked with developing a mechanism for the construction and maintenance of a temporary shelter for stray animals. “The goal is to collect lost animals and return them to their owners instead of shooting them. We plan to create something like a temporary holding facility for animals. Most of the previous rules will remain in effect, but some points, such as leash length and type of muzzle, will be excluded,” he summarized.
It is worth noting that in the summer of 2025, a draft resolution of the Bishkek City Council “On the approval of the rules for keeping pets and grazing livestock in the territory of the capital” was submitted for public discussion and faced criticism from the public.
