
The Bishkek City Hall once again reminds of the necessity to comply with legislation for companies providing rental and delivery services using individual mobility devices (SIMs), as well as for taxi drivers.
According to the resolutions of the Cabinet of Ministers of the Kyrgyz Republic No. 183 dated April 7, 2025, and No. 191 dated April 9, 2025:
• the use of SIMs is allowed from the age of 14, provided there is suitable cycling infrastructure and weight;
• mopeds may only be used by individuals over the age of 16, and they are prohibited from driving on sidewalks;
• SIMs must be equipped with a speed limiter of up to 25 km/h, brakes, horns, reflectors, and headlights;
• companies are required to monitor the movement of SIMs and prevent them from being left in public places;
• users bear full responsibility for violations of traffic rules and any damage caused.
Complaints continue to arrive at the city hall regarding the dangerous behavior of electric scooter, moped, and taxi drivers operating under the 'Yandex' brand. Complaints concern speeding, driving on sidewalks, as well as improper parking near crossings and stops. These actions pose a danger to pedestrians, especially children and people with disabilities.
The city hall insists on the urgent elimination of violations and bringing all rental, delivery, and taxi services into compliance with legislative requirements.
In the absence of corrective measures and repeated violations, the city hall announces the possibility of suspending the activities of companies that do not comply with established norms.
