The Akim of the Lenin District has been instructed in the first stage to offer citizens alternative plots of equal value. In case of refusal of such an exchange, the possibility of compensation payments based on cadastral value should be considered, in accordance with the laws of the Kyrgyz Republic.
It should be noted that the conflict between the city hall and the residents of the "Kyrgyzstan-1" area has been ongoing since March 2025. During this time, the city hall attempted to annul the residents' rights to their land plots through the courts, which they had owned for many years. As a result, the owners not only did not receive compensation for the expropriated lands but also risked losing their plots and the structures on them.
