Master Plan 2050: Bishkek City Hall Urges Caution Against Fraudsters

In connection with the discussion of the Bishkek General Plan project until 2050, the city hall of the capital has initiated a warning about cases of fraud. In recent weeks, there has been a rise in prices for agricultural land plots, as well as the spread of false information regarding the goals and objectives of this General Plan, as reported by the press service of the city administration.

Municipal authorities emphasized that the General Plan project is still in the discussion stage, and no decisions have yet been made regarding the redistribution of land, its categories, or construction.
The use of land plots must comply with the requirements of the land legislation of the Kyrgyz Republic.
When constructing multi-story residential buildings or other facilities on agricultural land, changing the intended purpose is only possible through changing the land category in accordance with the legislation and the Regulation "On the procedure for the transfer (transformation) of land plots," approved by the Cabinet of Ministers of the Kyrgyz Republic on November 4, 2024, No. 665.

Announcements have appeared on social media about the sale of 17 hectares of land in the northwestern part of the capital for the construction of multi-story buildings with heights ranging from four to eight stories, at a price of $3,000 per hundredth.

However, the Bishkek city hall has not received any materials or applications regarding the change of the land category mentioned in the announcement. Thus, the category of this plot remains unchanged, and any construction work without a change of category is illegal.

It is also worth noting that the new general plan mentioned in the advertising materials has not yet acquired legal force and has not been officially approved. Using the General Plan project, which is still under discussion, for profit-making purposes may lead to legal consequences from the competent authorities.

According to paragraph 3 of Article 13 of the Land Code of the Kyrgyz Republic, except for agricultural lands, changing the type of land within one category is carried out without transferring from one type to another. Changing the type of land in populated areas is possible without transformation based on urban planning documents.

Therefore, even after the approval of the city General Plan, using agricultural land for other purposes will require changing their category in the established manner, which includes the relevant procedures according to the specified Regulation.
