The Ministry of Natural Resources, Ecology, and Technical Supervision has presented for public discussion a draft resolution of the Cabinet of Ministers concerning the "List of polymer film packages and disposable plastic dishes permitted for circulation in the Kyrgyz Republic."

This document outlines measures for the phased restriction and ban on the use of hazardous polymer materials. A complete ban on the production and sale of non-biodegradable plastics is planned to be implemented nationwide starting January 1, 2027.

According to the Ministry of Natural Resources, plastic products and polyethylene bags account for about 26% of all waste in landfills in Kyrgyzstan. The country generates approximately 500,000 tons of solid household waste annually, a significant portion of which consists of plastic bags and disposable dishes.

According to statistical data, in 2024, the production of polyethylene bags amounted to 707.7 tons, while the import of this product reached 15,400 tons. Kyrgyzstan relies on imports for polymer bags in 85% of cases, with the main supplier countries being China, Iran, and Kazakhstan.

Plastic waste poses a particular threat to Lake Issyk-Kul, where strict restrictions on the use of plastic are already in place. Polymer materials decompose in nature for hundreds of years and release toxic substances that contribute to the development of oncological and endocrine diseases.

The proposed list allows for the circulation of only environmentally safe alternatives—biodegradable materials and products that are subject to recycling. It is expected that in the coming years, the volume of plastic waste will decrease by 20-30%.
