According to the ministry, Kyrgyzstan has committed to achieving carbon neutrality by 2050. In this regard, the resolution dated July 3, 2025, No. 397 approved the concept and action plan for the implementation of the first phase. The amendments to the plan are necessary to update it in light of the country's new climate commitments.
The draft aims to update the first phase of the action plan to align it with the new Nationally Determined Contribution (NDC 3.0) and ensure effective progress toward carbon neutrality.
The main objectives of the project include reviewing and supplementing the proposed measures in line with the goals and parameters of NDC 3.0, covering all key economic sectors affecting greenhouse gas emissions, integrating principles of a just transition with an emphasis on protecting vulnerable groups, and aligning national steps with international commitments.
Kyrgyzstan signed the Paris Agreement in 2019 and updated its NDC in 2021, outlining measures to reduce emissions by 2030. In 2025, NDC 3.0 was presented, which enhances the country's climate ambitions for 2030 and 2035. The update of the plan is also related to the country's vulnerability to the impacts of climate change, including rapid glacier melting and increased frequency of natural disasters.
According to NDC 3.0, unconditional targets for 2030 aim for a reduction of net greenhouse gas emissions by 18.44%, while conditional targets amount to 29.66% compared to the baseline. For 2035, unconditional targets aim for a reduction of 16.32%, while conditional targets are set at 38.56% from the baseline.
The updated Action Plan includes new sectors—waste management and industry. Measures in the agricultural sector, as well as in land use and forestry, have been significantly strengthened. For the first time, actions to reduce hydrofluorocarbon emissions in the refrigeration industry are proposed. The new plan covers a wide range of tasks related to climate change mitigation (energy, industry, transport, agriculture, forestry, waste management) and adaptation (water resources, agriculture and forestry, disaster risk reduction, health, education).
The updated Action Plan has been prepared based on NDC 3.0 and approved by the Coordination Council on Ecology, Climate Change, and Green Economy Development on September 19, 2025, after which it was presented at the 30th Conference of the Parties to the UN Framework Convention on Climate Change in Belém, Brazil.
In developing the amendments, the principles of a fair and inclusive transition have been taken into account. Climate measures aim to ensure social balances, protect vulnerable groups and gender sensitivity, as well as support employment. The plan is focused on attracting green investments, sustainable low-emission growth, and developing a monitoring and reporting system.
The draft resolution does not provide for the allocation of additional funds from the republican budget. The implementation of the measures will take place using funds already planned in the budgets of state bodies for the relevant years, as well as from off-budget sources.
