The document, better known as the National Strategy and Action Plan for Biodiversity Conservation (NBSAP), is the foundational strategic plan of the country in the field of biodiversity protection and sustainable ecosystem management.
Main Principles and Objectives of the Program
The development of this state program was carried out by the Ministry of Natural Resources, Ecology, and Technical Supervision in accordance with the Kunming-Montreal Global Framework for Biodiversity (GFBB).

The Kunming-Montreal Global Framework for Biodiversity was approved by 196 countries in December 2022. It envisions the implementation of an extensive action plan aimed at creating a world where people live in harmony with nature. The program includes four phases until 2050.
Among the objectives are: reducing threats to biodiversity, meeting the needs of the population through sustainable resource use, and fair distribution of related benefits.
Deputy Minister Almaz Musaev noted that one of the key components of the program's implementation will be the establishment of a transparent and scientifically-based monitoring and reporting system. This system will serve as the basis for decision-making and a tool for controlling the implementation of the State Program until 2040 and the Action Plan until 2030.
Pursuit of Sustainable Development
Alexandra Solovyova, UNDP Resident Representative in the Kyrgyz Republic, emphasized that this state program will contribute to the conservation and rational use of the country's natural resources, including mountain forests, pastures, aquatic ecosystems, and rare species.
Following the discussion, the participants approved the draft state program and recommended it for approval. The document will be sent for further consideration to the Cabinet of Ministers.
