The President of Kyrgyzstan, Sadyr Japarov, has signed a decree regarding the new National Program "Healthy Heart," which will be in effect from 2025 to 2030.
According to the latest data from the National Statistical Committee, cardiovascular diseases account for over 52% of all mortality cases in the country, making them the leading cause of death among the population. In this regard, one of the main objectives of the program is to reduce premature mortality by 25%, as well as to decrease the socio-economic burden associated with cardiovascular and non-communicable diseases in the Kyrgyz Republic.
To achieve the set goals, the program aims to create a sustainable, integrated, and digital patient-centered system that will ensure equal access to medical care for all segments of the population.
The program includes a wide range of strategies aimed at the prevention, diagnosis, and treatment of cardiovascular diseases, as well as high-tech assistance. This entails a complete cycle of medical services—from prevention and self-monitoring at the family level to specialized assistance in national medical centers.
Caring for the health of citizens occupies an important place in the state policy of Kyrgyzstan and is a key indicator of socio-economic progress. Ensuring the health of the population is viewed not only as a duty of the state but also as an important resource for the sustainable development of the country.
In the context of reforms in the healthcare system, the rising incidence of cardiovascular and other non-communicable diseases, as well as an aging population, it is crucial to develop modern and integrated approaches to prevention, early diagnosis, and effective treatment.
In accordance with the new decree, the following measures are approved to enhance the accessibility and quality of medical care, as well as to implement state policy in the field of health protection:
Approve: 1) The National Program "Healthy Heart" for 2025–2030;
2) An action plan for the implementation of this program;
State bodies responsible for implementing the plan: 1) must strictly adhere to the established deadlines for the execution of the plan;
2) provide reports on the progress of the plan to the Ministry of Health no later than the 10th of the month following the reporting period.
