EBRD has allocated a loan of up to US$ 34.9 million for the establishment of a cardiac surgery hospital in Mongolia
This is the final project under the "Green Cities" Action Plan in Ulaanbaatar

The European Bank for Reconstruction and Development (EBRD) has signed an agreement with the Ministry of Health of Mongolia to provide a sovereign loan of up to US$ 34.9 million (equivalent to €33.5 million). These funds will be used to construct a specialized cardiac surgery hospital in Ulaanbaatar, aimed at improving access to medical services and reducing the mortality rate from cardiovascular diseases in the country.
With this financing, a modern cardiac surgery department with 120 beds will be created, designed with a focus on energy resource efficiency. The hospital will receive a national green energy efficiency certificate of class A+, ensuring its sustainable operation and high quality of medical services for the population.
This project is the final one under the "Green Cities of Ulaanbaatar" Action Plan, which was adopted in 2019. It underscores the EBRD's commitment to supporting sustainable urban development and improving the quality of life for local citizens.
The EBRD loan will be further supplemented by a government contribution of US$ 28.1 million (€27 million), which includes both state funds and a grant from the Grand Duchy of Luxembourg. This highlights Mongolia's strong commitment to developing its healthcare infrastructure.
To date, EBRD investments in the Mongolian economy amount to nearly €2.5 billion, covering 159 projects. About 90% of these funds have been directed towards supporting the private sector.
