The main objective of the program is to reduce the rate of premature mortality from cardiovascular and other non-communicable diseases by 25%, as well as to decrease the socio-economic losses associated with NCDs.
The program envisions the creation of an integrated, sustainable, and digital patient-centered system that will focus on prevention, early detection, treatment, and rehabilitation. It covers the entire spectrum of medical care, from preventive measures and self-monitoring to high-tech interventions in national medical centers.
The decree also emphasizes that the health of citizens is a top priority of state policy and a key aspect of the country's socio-economic progress.
Lifestyle changes, an aging population, and the rise in chronic diseases necessitate the modernization of healthcare and the implementation of modern solutions. Thus, the president approved the "Healthy Heart" program for 2025-2030, as well as an action plan for its implementation.
Government agencies are required to strictly adhere to the action plan and report biannually to the Ministry of Health on the progress of implementation—by the 10th of the month following the reporting period.
