The forum was opened by Emil Zhoke, the General Delegate of the French Healthcare Association, who noted the growing interest of France in long-term cooperation with Kyrgyzstan in the fields of medicine, digital technologies, and pharmaceuticals.
In his welcoming speech, the Minister of Health of Kyrgyzstan expressed gratitude to the French side for their warm reception and emphasized the importance of external partnerships for the modernization of the national healthcare system. He noted that large-scale reforms are being undertaken in the country aimed at improving the healthcare sector, with a focus on investments in infrastructure, digitalization, disease prevention, and the development of human resources. At the center of state policy is the understanding that the health of citizens is an important indicator of socio-economic progress.
Checheybaev also spoke about the key aspects of the modernization program, including the implementation of the presidential decree on the construction of a new medical cluster that will unite the leading medical institutions of the country. The project includes the creation of infrastructure covering approximately 300,000 square meters and over 3,200 beds on a territory of 100 hectares. The new complex will include treatment, diagnostic, educational, and research directions that meet high standards of environmental sustainability and energy efficiency, as well as comfort for patients and medical staff.
The minister invited French partners to participate in this project, noting that the cooperation encompasses engineering, architectural, technological, and medical aspects, as well as joint scientific and educational initiatives. This creates extensive opportunities for investment and technological interaction.
In his speech, Erkin Checheybaev emphasized the importance of attracting foreign partners for the development of digital solutions in healthcare, the implementation of electronic medical systems, telemedicine, as well as the production of medicines and medical devices. He also highlighted the importance of experience exchange in creating modern medical clusters and the use of artificial intelligence in medicine, where France holds one of the leading positions in Europe. Technologies that once seemed a distant future have now become real tools for diagnostics and improving the efficiency of medical care, especially in remote areas.
Kyrgyzstan also presented to the forum participants the main directions of state policy in healthcare. This includes the development of the compulsory health insurance system, increasing accessibility and financial protection for the population, the implementation of the "Healthy Person - Prosperous Country" program, and the development of a new strategy for the prevention of non-communicable diseases. The minister emphasized the importance of strengthening human resources, creating conditions for the professional growth of specialists, and developing rehabilitation services. A key point was the improvement of management in medical institutions and further development of digital transformation, including the integration of medical data and the creation of new services for citizens.
