30 billion soms a year - the cost of non-communicable diseases. What solutions does the Ministry of Health propose?

According to information from the press service of the Ministry of Health, non-communicable diseases cost the country 30 billion soms annually. Of this amount, 8 billion consists of direct budget expenditures, while 22 billion represents lost income due to decreased productivity of the population. This accounts for about 4% of the country's gross domestic product.

The agency also offers solutions to mitigate this problem. Their statement indicates that the level of non-communicable diseases can be reduced through decreased salt consumption, quitting smoking and alcohol, as well as increasing physical activity and ensuring timely access to medical services.

Among the recommended measures, reducing salt consumption and combating smoking are identified as the most effective. The economic effect of an investment of 2 billion soms could amount to 32 billion soms over the next 15 years.

According to the information, the list of effective measures by the World Health Organization (WHO) to combat non-communicable diseases also includes increasing excise taxes on tobacco, alcohol, and sugary drinks. The Ministry of Health believes that raising excise taxes, which in turn will lead to an increase in retail prices, is one of the most effective ways to reduce the consumption of harmful goods.

However, experts express concerns about the potential growth of the illegal market, which could paradoxically reduce revenues to the state budget.
