In the new procedure, the conditions and process for the voluntary transfer of the body (parts, organs, and tissues) of a capable citizen for use as biological material in educational and scientific purposes by medical institutions and healthcare organizations are outlined.
This change aims to improve the educational process and practical work of educational and research institutions, as well as to enhance the quality of education for instructors.
According to the document, a citizen can notarize their intention to become an anatomical donor and can cancel this decision at any time. The right to use donor materials arises only after the biological death of the person who made such a testament.
It is also stipulated that the following may be transferred to higher educational institutions and research organizations:
- unclaimed bodies;
- amputated or removed organs during surgeries, if they were not claimed by the patient or their representative within ten days after the operation.
In this case, the patient's consent is not required.Furthermore, bodies that died from infectious diseases such as AIDS, plague, anthrax, viral and hemorrhagic fevers, tularemia, and cholera are not subject to transfer for educational and scientific purposes.
The explanatory note for the draft emphasizes that in recent years there has been a decline in the quality of medical care in the country, one of the reasons for which is the deterioration of the quality of medical education. The new initiative aims to improve the training of future doctors by using donor material to create teaching aids and conduct practical classes in anatomical and surgical departments.
“Medical students will have the opportunity not only to study the material theoretically but also to practice on donor organs, which will allow them to master medical procedures while still in school, rather than after graduation, as is currently the case. This, in turn, should lead to an improvement in the quality of medical care and reduce the number of medical errors, which have increased in recent years,” the document states.
