It is planned to allow the stages of design to be combined with the stages of construction work, which, as stated by the Ministry of Construction, will expedite the implementation of infrastructure and investment projects.According to the proposed scheme, the customer will be able to start construction work immediately after receiving permission to combine stages, while simultaneously handling the necessary documentation, such as urban planning conclusions, engineering and technical conditions, development of project documentation, and undergoing state expertise.
At the same time, full responsibility for compliance with technical regulations and current legal acts in the field of urban planning, architecture, and construction will be placed on the customer, general contractor, subcontractors, technical supervision, work performers, chief architect, and chief engineer of the project. All participants must ensure that work is carried out in strict accordance with established quality and safety standards.
The project establishes specific deadlines: the customer must obtain all necessary documents within 45 days. After that, the object will be entered into the registry of construction projects. The Ministry also has the right to extend this deadline once, but only with appropriate justification in writing.
If the customer does not meet the specified deadline, the action of the permission to combine will be suspended for one month. This period is provided for eliminating deficiencies or missing documents. If the requirements are not met by the end of this time, the permission will be revoked.
Furthermore, the project stipulates that any violation of technical regulations or conditions of permission will lead to the automatic suspension of the document. Work can only be resumed after all violations have been rectified. The customer has the right to challenge decisions regarding the suspension or revocation of permission in accordance with established legal procedures.
