The project involves the construction of a two-story building intended for concerts and banquets, designed by the company "GradStroyResource." Since its characteristics do not meet the seismic resistance standards "KR KCH 31-02:2018," it has been put up for public discussion. The site planned for construction is located in the Bishkek-Isyk-Ata fault zone, which requires careful calculations and engineering solutions.
According to preliminary data, the new facility will include a multifunctional hall that can accommodate between 900 and 1200 people and will serve as a venue for mass events, concerts, and official meetings. The final specifications will be approved after the project expertise is completed.
Two other facilities were also discussed at the meeting:
- the building of the "Zhashtyk" directorate on Tokombaev Street in Bishkek;
- residential buildings by "Nurjaman Build" in the village of Orto-Sai.
The creation of special technical conditions is mandatory for facilities whose parameters exceed the basic construction norms in seismic hazard regions.
Information on the seismic resistance standard
The standard СН KR 31-02:2018 introduces strict requirements for the design of buildings in seismic hazard zones of up to 8-9 points. It limits the number of floors, strengthens requirements for reinforced concrete structures, foundations, and building materials, and also mandates seismic expertise and the use of structural elements capable of absorbing part of the energy from shocks. If the parameters of the facility do not meet the specified norms, individual technical solutions (ITS) are developed to reduce potential risks.
