The Ministry of Health proposes to train medical students on donor organs

The Ministry of Health has presented for public discussion a draft resolution of the Cabinet of Ministers concerning anatomical donation.

The purpose of this document is to implement Article 52 of the KR Law "On the Protection of Citizens' Health" and to improve the educational and practical activities of medical educational and scientific institutions.

According to the justification report, the level of medical education is declining, which negatively affects the quality of medical and sanitary assistance to the population. In this regard, the project proposes the use of donor material to create educational aids and conduct practical classes in the departments of anatomy and surgery.

As noted by the Ministry of Health, models cannot adequately convey the complexity of the structure of the human body and its organs, especially in the context of pathologies. Working with donor organs will give students the opportunity not only to study theory but also to acquire practical skills, mastering medical manipulations and operations during their training.

The Ministry also emphasizes that the introduction of new methods of surgical assistance and technologies based on donor material can reduce the number of complications and medical errors.
Regulations on Anatomical Donation

1. General Provisions
This Regulation on Anatomical Donation (hereinafter referred to as the Regulation) describes the process and conditions for the voluntary transfer of the body (parts, organs, and tissues) of a capable individual for use as biological material for educational and scientific purposes by educational medical institutions and healthcare organizations.
This Regulation is developed in accordance with Article 52 of the Law of the Kyrgyz Republic "On the Protection of Citizens' Health of the Kyrgyz Republic."
Anatomical donation is the voluntary decision of a capable individual to donate their body, organs, or tissues after death through a written statement (will) made during their lifetime and notarized, or with the consent of a relative, also notarized, to a research organization in healthcare or an educational medical institution for educational or scientific purposes, as well as to save lives through organ transplantation.
Every citizen has the right to certify their decision on anatomical donation and may revoke it at any time. The right to use anatomical donation arises after the establishment of biological death of the citizen who left a will for this purpose.
5. Also, unclaimed bodies, as well as amputated or removed organs during surgeries of living patients, may be transferred to higher medical institutions, research organizations, and healthcare institutions if they have not been claimed by the patient or their representatives within 10 days after the operation. In this case, the patient's consent for the transfer is not required.

6. The transfer of bodies of deceased individuals from infectious diseases, such as AIDS, plague, anthrax, viral and hemorrhagic fevers, tularemia, and cholera, for educational and scientific purposes is not permitted.

2. Procedure for the Transfer of Willed Organs and Bodies

7. The actions of the staff of the pathology service (bureau, department) of the healthcare institution are as follows:

- The pathology bureau/department (PAB) registers applications from organizations interested in obtaining biological material in a special journal "Registration of Applications for Biological Material";

- The transfer of the willed body to higher medical educational institutions, research organizations, and healthcare institutions for educational or scientific purposes is carried out only in the presence of a written application from the deceased capable individual, made during their lifetime and notarized (will) or in the presence of a statement from a relative, notarized;

- after the death of the citizen, the will comes into effect, and the transfer of the body or its parts is carried out only after confirming biological death;

- the transfer of unclaimed bodies is carried out by a commission of three people, established by the head of the Pathology Bureau (PAB) if the body has not been claimed within 30 days;

- written applications, notarized, medical death certificates, and the "Journal of Unclaimed Bodies" are submitted to the commission;

- after reviewing the documents, the commission decides on the possibility of transferring biological material to higher medical educational institutions, research organizations, and healthcare institutions;

- in the case of a positive decision by the commission regarding the transfer of biological material, a record is made in the "Journal of Unclaimed Bodies," indicating where and for what purposes the biological material was transferred.

3. Conditions and Procedure for the Acceptance of Biological Material by Educational and Research Institutions

8. A mandatory condition for the transfer of biological material for educational or research purposes is the depersonalization of the transfer object and the assignment of a code number.

9. When transferring biological material, a transfer act is drawn up in two copies.

10. Higher medical institutions, research organizations, and healthcare institutions are obliged to comply with ethical norms regarding the handling of biological material and organize the burial of remains in accordance with the legislation of the Kyrgyz Republic on burial.
