This document points out existing issues in the management and financing of state healthcare organizations, including insufficient flexibility in staffing matters, which complicates the attraction of additional resources and the implementation of modern management practices. This negatively affects the quality of medical services and the accessibility of new technologies for citizens.
The President noted that the current management model does not allow for the effective use of the institutions' own revenues, which reduces the motivation of healthcare workers and the quality of medical assistance. To address these issues, an experimental regime is being introduced, allowing certain healthcare institutions to gain more managerial and financial freedom, while maintaining obligations to fulfill the State Guarantee Program.
According to the decree, from January 1 to December 31, 2026, an experimental regime will be introduced for state healthcare organizations in Kyrgyzstan. The government is tasked with:
• Compiling a list of institutions where this experimental regime will be in effect.
• Approving temporary rules for regulating their activities, ensuring the quality and accessibility of medical services, using funds allocated for healthcare in 2026, including the following powers:
- Determining the organizational structure according to a unified nomenclature;
- Forming the staff numbers according to updated standards;
- Establishing forms and amounts of remuneration for all categories of workers;
- Managing own revenues and released resources after optimization;
- If necessary, opening bank accounts at OJSC "Eldik Bank" for settlements on paid medical services;
- Independently approving tariffs for paid services, taking into account benefits for socially vulnerable groups.
It is also established:
- That pricing for medical services within the experimental regime will not be regulated by laws on state and municipal services;
- That accounting will be conducted using the automated system "Centralized Accounting."
The Ministry of Health is tasked with:
- Developing a methodology for forming tariffs for paid services in collaboration with the Ministry of Economy;
- Preparing temporary rules for regulating the activities of institutions within the experimental regime within two months and presenting them for approval to the Cabinet of Ministers;
- Preparing amendments to the legislation of the Kyrgyz Republic upon successful implementation of the experimental regime.
