According to information provided by the Constitutional Court, the draft proposes amendments to the first part of Article 25 of the Constitution. These changes imply the possibility of applying the death penalty as a last resort in cases of particularly serious sexual crimes committed against children, as well as in situations involving murder accompanied by rape.
As emphasized in the accompanying materials, this initiative arose due to the increase in serious crimes against women and children. The aim of the draft is to strengthen their constitutional and legal protection.
If the amendments are approved, issues related to the international obligations of the Kyrgyz Republic will be addressed within the framework of the necessary legal procedures and other processes. The president, based on part 4 of Article 116 of the Constitution, has requested an official opinion regarding this draft law.
