The State Institution "Kyzmat" is considering a request for gender change submitted by a man who claimed to have transformed into a woman. This was reported by Deputy Director Ernes Dosaliev at a meeting of the relevant committee of the parliament.

On the agenda of the Committee of the Jogorku Kenesh on Science, Education, and Other Issues was a draft law concerning the personalized accounting of citizens of Kyrgyzstan for mandatory state social insurance.

Deputy Santalat Amanova emphasized the importance of clear regulation of such cases and inquired about the possibility of amending the law. She noted that the proposed draft law lacks medical and physiological aspects.

Ernes Dosaliev clarified that the discussion on transgender issues has been ongoing for a week. The new draft law is intended to simplify the process of working with the system, which will allow for a quicker response to such requests, as all data is linked to a PIN code.

“Previously, cases of gender change were interpreted as errors in the documentation from the maternity hospital when the information was incorrectly stated. The situation with transgender individuals arose for the first time last week when a man claimed he had become a woman. Such cases previously had no legislative regulation. If the proposed changes are adopted, it will allow for prompt resolution of such issues, as they are already included in the agenda and will be considered as a priority,” he added.
