During the meeting on December 17, the deputies of the Jogorku Kenesh discussed the structure of the parliament and approved its draft.
The parliamentary session was transformed into a format of work for the entire Jogorku Kenesh Committee, which allowed for a detailed discussion of this issue.
The deputies also elected Ulan Primov as the chairman of the entire Jogorku Kenesh Committee. Following the discussion and approval of the parliament's structure, work returned to the usual session mode.
In the new structure of the parliament, the following are provided: the Speaker, the first deputy Speaker, two deputies, and eight specialized committees.
Among the committees:
— Committee on Constitutional Legislation, Issues of State Structure, Local Self-Government, and the Regulations of the Jogorku Kenesh of the Kyrgyz Republic;
— Committee on International Affairs, Defense, Security, and Migration;
— Committee on Agricultural Policy, Water Resources, Subsoil Use, Ecology, and Environmental Protection;
— Committee on Science, Education, Innovative Development, Information Technologies, Culture, Sports, and Youth Affairs;
— Committee on Industrial Policy, Transport, Fuel and Energy Complex, Architecture, and Construction;
— Committee on Finance, Budget, Entrepreneurship, and Competition Development;
— Committee on Judicial and Legal Issues, Law and Order, Combating Crime, and Counteracting Corruption;
— Committee on Labor, Health, Women's Affairs, and Social Issues.
The deputies approved the proposed draft structure of the parliament, and the corresponding resolution was adopted.
The issue of appointing deputies to the Speaker of the Jogorku Kenesh was also considered. For this purpose, the session again transitioned to the mode of the entire Jogorku Kenesh Committee.
Nominations for the positions were proposed by the deputies: Chyngyz Ajibayev for the position of first deputy Speaker from the "Eldik" group, as well as Talaybek kyzy Zhyldyz and Karim Khandzha for the positions of deputies from the "Adilet Kyrgyzstan" and "Mekenchil" groups, respectively. The committee approved these nominations.
After a secret ballot, deputy Chyngyz Ajibayev was elected as the first deputy Speaker, while Talaybek kyzy Zhyldyz and Karim Khandzha became deputies.
Then the deputies discussed nominations for the chairpersons of the relevant committees.
Deputy groups proposed their candidates, and as a result, the following committee chairpersons were approved:
— Kurmankul Zulyshev - Chairman of the Committee on Constitutional Legislation, State Structure, Local Self-Government, and Regulations of the Jogorku Kenesh;
— Eldar Sulaymanov - Chairman of the Committee on International Affairs, Defense, Security, and Migration;
— Bakyt Tentishev - Chairman of the Committee on Agricultural Policy, Water Resources, Subsoil Use, Ecology, and Environmental Protection;
— Toktobubu Ashymbaeva - Chairman of the Committee on Science, Education, Innovative Development, Information Technologies, Culture, Sports, and Youth Affairs;
— Kubanychbek Kongantiev - Chairman of the Committee on Industrial Policy, Transport, Fuel and Energy Complex, Architecture, and Construction;
— Altynbek Kudayberdiev - Chairman of the Committee on Finance, Budget, Entrepreneurship, and Competition Development;
— Bolotbek Borbiev - Chairman of the Committee on Judicial and Legal Issues, Law and Order, Combating Crime, and Counteracting Corruption;
— Gulsunkhan Junushalieva - Chairman of the Committee on Labor, Health, Women's Affairs, and Social Issues.
A corresponding resolution of the Jogorku Kenesh was also adopted.
