He emphasized that before making any amendments, it is necessary to consider the provisions of other legislative acts and constitutional laws, which also mention the terms "Honored" and outline specific guarantees.
According to the deputy, the changes should affect several documents, including laws related to healthcare, physical culture and sports, local self-government, as well as the constitutional law on the prosecution service.
Deputy Minister of Justice Kuban Kazakov noted that the committee has carefully studied the issue, and indeed, a comprehensive approach is required to address it.
He added that the draft law fully preserves social guarantees for those who have already been awarded, in order to avoid legal conflicts and misunderstandings regarding existing awards.
Kazakov also reported that after the law is adopted, a six-month transitional period will be established, during which an interagency commission is planned to be created to refine the regulatory framework.
Deputy Zulushiev expressed concern that if the titles of the "honored" category are transferred to the level of decisions by the Cabinet of Ministers, this could lead to a decrease in their status, as they would effectively become departmental.
He reminded that currently, monthly allowances are provided for awarded citizens:
- for "people's" — 5,000 soms,
- for "honored" — 2,500 soms.
