In his opinion, the internal regulations should be clear to every inmate so that they can understand their rights. Atambaev emphasized the need to disseminate these rules among all those in custody.
Moreover, the deputy noted that SIZO-1 lacks the minimum conditions for comfortable stay: “I saw that the facility doesn’t even have tiles. The requirement to shave heads twice a week raises serious doubts. The conditions there do not meet humane standards. The ordinary staff are not to blame for this; they are just doing their jobs,” he added.
Atambaev suggested revising these rules and making the necessary amendments.
In response to his remarks, the Chairman of the Cabinet of Ministers, Adylbek Kasymaliev, promised to discuss the identified shortcomings with the management of SIZO-1 and give the necessary instructions for their rectification.
It is worth noting that Atambaev's younger brother, Kadir, as well as supporters of former President Almazbek Atambaev, are being held in SIZO-1.
