According to the lawyer, such actions occurred in the presence of other inmates, and he refers to the testimony of Temirlan Sultanbekov, a party mate of Atambaev, who also became a victim of humiliation. He added that unsterilized tools were used for shaving.
In his speech, the lawyer highlighted several key points:
- Employees responsible for the violent actions against Atambaev should face strict punishment;
- The internal regulations should be made available to all inmates for review;
- Forced shaving bald has no basis in terms of safety or hygiene and can be considered a form of humiliation;
- The use of unsterilized tools in overcrowded conditions requires prosecutorial and medical review.
Additionally, he drew attention to the conditions in SIZO-1, mentioning the lack of tiles, heating, and difficulties with personal hygiene. The chairman of the cabinet of ministers, Adylbek Kasymaliev, promised to discuss these issues with the leadership of the State Penitentiary Service.
It is worth reminding that on November 23, law enforcement agencies conducted a series of arrests and searches related to the case of calls for mass riots. This occurred after the release of a video featuring politician Temirlan Sultanbekov, which prompted the initiation of investigative and operational activities.
During the investigation, several politicians and former officials were arrested or interrogated, including Kadyirbek Atambaev, Shailoobek Atazov, Syimyk Zhapikeev, Kubanychbek Kadyrov, and others. The searches also affected the families of politicians and journalists, including former first lady Raisa Atambaeva, relatives of Temirlan Sultanbekov, and the family of journalist Dmitry Lozhnikov.
It later became known that some of the detainees, including Temirlan Sultanbekov and Kadyirbek Atambaev, were placed in isolation for the selection of a preventive measure. Others, such as Adakhan Madumarov and Syimyk Zhapikeev, were released after questioning.
