Felix Kulov commented on Atambayev's appeal to President Sadyr Japarov

Former Prime Minister of Kyrgyzstan Felix Kulov expressed his opinion on the recent address by former President Almazbek Atambayev to the current head of state Sadyr Japarov. He shared this on his social media page.
Kulov noted that the reaction to Atambayev's words was predictable, as in today's atmosphere of social media, any political statements provoke heated discussions. He also mentioned that some of his acquaintances asked him to express his position, believing that such statements could influence stability, especially considering the upcoming elections.
“Everyone has the right to their point of view, as long as it remains within the bounds of the law,” Kulov emphasized.
He added that Atambayev attempted to evaluate the energy policy of his time; however, Kulov believes that such issues are better left to specialists.
Regarding Atambayev's statements about possible violations in the construction of state facilities, Kulov noted that necessary clarifications had already been provided on some issues.
Moreover, he called the claims about a “mass purchase of land by foreigners” unfounded. “The legislation clearly states that land cannot be in private ownership of foreign citizens and legal entities with foreign participation. Legally, this is impossible,” he clarified.
Kulov also pointed out that the government should prepare more detailed explanations regarding budget expenditures to prevent speculation.
He reminded that after taking office, Sadyr Japarov held a meeting in the UAE with former presidents, aimed at strengthening the unity of the people. In his opinion, the issue of overturning court decisions does not fall within the competence of the head of state.
Kulov again suggested considering the possibility of applying tools for pardons, including “amnesty,” especially concerning political opponents, women, and journalists.
Speaking about the events in Koi-Tash, Kulov expressed the opinion that Atambayev did not have criminal responsibility but did have moral-political responsibility. He believes that the former president should have prevented the armed confrontation and voluntarily appeared in court.
As for the case of Aziz Batukaev, Kulov noted that Atambayev himself emphasized during his presidency that decisions should be made exclusively within the framework of the law, and issues of releasing convicts fall under the jurisdiction of law enforcement agencies.
In conclusion, Kulov pointed out that Atambayev is currently convicted and outside the country, which raises questions in society. He believes that it is necessary to continue the course towards strengthening unity, while possible acts of pardon should be accompanied by “reciprocal steps” and a willingness to work towards consolidation.
“The course towards reconciliation and unity is not a weakness, but the maturity of the state,” Felix Kulov summarized.
