The lawyer noted that the incident occurred after Kadir Atambaev requested the Internal Regulations (IR). According to Toktakunov, this action is a form of revenge, considering that his client's hair had already been cut short "to a few millimeters."
Additionally, the lawyer quoted the words of Temirlan Sultanbekov, a party mate of Atambaev, who previously stated that prisoners are shaved with "non-sterilized instruments," which poses serious health risks.
Toktakunov also appealed to President Sadyr Japarov and the head of the State Committee for National Security (GKNB) Kamchybek Tashiev, urging them to punish the staff responsible for this treatment of Atambaev, "to avoid accusations of vindictiveness."
The lawyer also added the following:
- the availability of rules for prisoners should be guaranteed, and they should be posted on the walls of the pre-trial detention center;
- mandatory shaving has no hygienic or safety basis and is humiliating;
- the use of non-sterilized instruments in overcrowded conditions requires prosecutorial and medical scrutiny.
So far, official authorities have not provided comments on the lawyer's statement.
