
“The outcome of the decision will show how much they are our allies”
Lawyer Nurbek Toktakunov reported on social media that some people are mocking the joint request of Kyrgyzstan and Kazakhstan for the extradition of Ekaterina Bivol.
According to him, “some claim that Russia will not extradite her in any case. However, a self-respecting state will never extradite its citizens. Nevertheless, under international agreements regarding cooperation in civil and criminal matters, Russian law enforcement agencies must take our accusations into account, even without extraditing their citizen, from the perspective of Russian legislation.
Russian law has articles concerning incitement of interethnic hatred, and there are many citizens of Kyrgyz and Kazakh origin living in Russia. Thus, Ekaterina Bivol's statements may be considered a crime even on the territory of Russia. Consequently, Kyrgyz and Kazakh law enforcement agencies have raised the issue with their Russian counterparts. Harsh measures are not required; a fine would suffice. However, this issue may be resolved at the level of the highest authorities in Russia, as the outcome of the decision will show how much they are truly our allies,” Toktakunov noted.
