According to information provided by the court's press service on November 24 to the editorial office of "AKIpress Summary," all individuals involved in the case are suspected of organizing mass riots, which relates to Articles 41 part 2, 36 part 1, and 278 of the Criminal Code of the Kyrgyz Republic.
Currently, the following individuals will remain in detention at SIZO-1 until January 17, 2026:
- Kadyir Atambaev, son of former president Almazbek Atambaev;
- Temirlan Sultanbekov, leader of the "Social-Democrats" party;
- Ermek Ermatov, his driver;
- former head of the 9th Service of the State National Security Committee;
- former deputy of the Jogorku Kenesh of the Kyrgyz Republic Shailoobek Atazov;
- former deputy Kubanychbek Kadyrov;
- Urmatbek Baryktabasov, who previously held a political position;
- and other participants.
According to the Ministry of Internal Affairs, the detainees were preparing for mass riots in the lead-up to the elections to the Jogorku Kenesh of the Kyrgyz Republic. The investigation established that the group included former deputies, political figures, and former law enforcement officers who attracted supporters, including representatives of organized criminal groups and sports associations.
According to the detainees' plan, after the elections, protests were to take place, starting from the southern regions and moving to Bishkek and other areas. The goal of these actions was to create the illusion of mass discontent. Additionally, their plans included unconstitutional actions, the seizure of administrative buildings and television channels, as well as armed actions and the takeover of penitentiary system facilities.
The group had a clear hierarchy and distribution of roles. "Coordination groups" were to put forward political demands, while criminal structures provided security support and pre-distributed future positions among participants," the case materials report.
