According to official data, the detainees were members of a destructive group that planned to organize mass riots after the elections to the Jogorku Kenesh.
The group reportedly included both political figures and former deputies, former civil servants, and employees of law enforcement agencies. They attracted supporters, including representatives of organized crime groups and sports associations.
“The detainees intended to hold a series of rallies across the country following the publication of the election results, starting from the southern regions and then moving to Bishkek and other areas, creating the illusion of mass discontent. Their plans included unconstitutional calls, as well as possible seizures of administrative buildings, television channels, law enforcement facilities, and penitentiary institutions, as well as the capture of weapons,” the statement said.
The group had a clear hierarchy and division of roles. “Coordinating groups” were supposed to put forward political demands, while criminal elements would provide forceful support. Some participants had already distributed positions among themselves,” the Ministry of Internal Affairs added.
Among the detainees are A. U. (born in 1963), S. T. (born in 1998), [Temirlan Sultanbekov], A. Sh. (born in 1979) [Shailoobek Atazov], E. E. (born in 1983) [Ermek Ermatov], M. D. (born in 1984) [Damir Musakeev], Sh. T. (born in 1986), A. K. (born in 1993) [Kadir Atambaev], A. u. E. (born in 1993), K. N. (born in 1993), K. K. (born in 1970) [Kubanichbek Kadyrov]. They have been charged under Part 1 of Article 278 of the Criminal Code (preparation for organizing mass riots accompanied by violence, pogroms, arson, and other crimes). The detainees have been placed in a temporary detention facility.
During searches, the Ministry of Internal Affairs seized weapons, ammunition, grenades, communication devices, $150,000, documents related to the financing of the riots, action plans, and narcotic substances.
Active investigative and operational actions are being conducted within the framework of the criminal case aimed at identifying other participants and financiers associated with the activities of this destructive group.
