The GKNB and the SVR of the Ministry of Internal Affairs detained police officers in a case of extortion of 250,000 soms — the court issued a verdict against the accomplice.

A man who found himself at the center of a criminal case on charges of extorting a bribe was sentenced to a fine of 1 million 100 thousand soms. Among those detained by the State National Security Committee (GKNB) are also police officers.

According to the ruling issued on July 14, 2025, by the judicial panel of the Supreme Court, the decision of the Osh Regional Court remained in force. The court found him guilty of aiding and abetting abuse of power and extorting a bribe.

In mid-May 2023, the press service of the GKNB reported that on the 12th of that month, the Main Directorate of the GKNB for the city of Osh and the Osh region, together with the Internal Investigations Service of the Ministry of Internal Affairs, conducted investigative actions in the building of the Uzgen District Department of Internal Affairs (ROVD) and the police station of the village of Kurshab in the Uzgen district. As a result of these activities, data confirming criminal activity was obtained.

The investigation established that some operational officers from two divisions of the Ministry of Internal Affairs organized an extortion scheme, using threats and blackmail against citizens, mostly young women. The scheme involved collecting fictitious statements from women about alleged rapes or drug coercion. Under the pretext of checking these statements, they forced the victims to "pay off," while no procedural actions were taken.

According to the GKNB, the senior operational officer of the Criminal Investigation Department of the Uzgen ROVD, senior lieutenant A.N.B., as well as employees of the Drug Control Service (UBNON) in the Jalal-Abad region, major J.T.K. and captain M.S.Z., on April 30, 2023, during fictitious operational-investigative activities, received 250 thousand soms from three civilians for a favorable resolution of their issues.

To conceal their actions, on May 4, 2023, they illegally seized a hard drive from the surveillance system containing footage of the detention and the operational activities.

The police officers were detained and placed in correctional facility No. 25 of the State Penitentiary Service under the Ministry of Justice. One of the individuals involved in the case was Kairat [name changed], born on August 1, 1991, in the Suzak district of the Jalal-Abad region. He had no previous convictions, has a secondary education, and is unemployed. He was charged under Articles 41 part 4 and 343 part 2 item 1 of the Criminal Code.

The investigative authorities established that Kairat, despite having the conditions for a normal life, chose the path of crime against the interests of the state service. In pursuit of financial gain, he organized "setups" of citizens related to fictitious drug trafficking, colluding with other police officers.

According to the case materials, Kairat intended to extort money from residents of the Uzgen district for not bringing them to criminal responsibility for allegedly illegal drug possession. During the implementation of the criminal plan, other participants, at Kairat's direction, were to organize meetings with men for joint drug use.

The investigation also established that on April 29, 2023, one of the accomplices, at Kairat's direction, picked up a package with drugs and demonstrated it via video call. The next day, Kairat met with other participants and explained the action plan for carrying out the "setup."

On the evening of April 30, 2023, they met with the alleged victims, after which, following a pre-prepared scenario, they were detained by police officers. No official actions were taken during the detention, and the drugs were seized without the necessary documentation.

After that, the detainees were taken to the building of the Internal Affairs Directorate of the Uzgen district, where they were forced, under the threat of criminal liability, to hand over 250 thousand soms. As a result, under pressure and in a state of shock, the victims agreed to the demands of the police officers.

According to the case materials, after receiving the money, Kairat paid 10 thousand soms to one of the participants as a reward for the "setup." Subsequently, no criminal cases were initiated against the detainees, and no investigative actions involving them were conducted.

On September 30, 2023, Kairat was detained on suspicion of committing the aforementioned crimes and placed in the temporary detention facility of the GKNB for the city of Osh and the Osh region. The court arrested him for one month.

The investigative authorities charged Kairat with several articles of the Criminal Code. During the court proceedings, he admitted his guilt and entered into a plea agreement, which was accepted by the court.

On January 15, 2024, the Uzgen District Court issued a ruling imposing a fine, which ultimately amounted to 2 million 100 thousand soms. However, on January 30, 2025, the judicial panel of the Osh Regional Court amended the verdict, reducing the fine to 1 million soms. The appeal filed by the lawyer was left ungranted.
