
According to the SCNS, the conspiracy involved the expert psychologist of the RCPN of the Ministry of Health of the Kyrgyz Republic A.Ch.Sh., born in 1975, and A.u.Zh., born in 1994, the former deputy head of the investigative service of the Internal Affairs Department of the Lenin District. Their criminal plan was to illegally declare defendants in serious cases as mentally incompetent, allowing them to evade criminal prosecution.
A vivid example of their activities was the detention in January 2025 of citizen M.A.A., born in 2007, on charges of drug trafficking. During the investigation, A.u.Zh., using his authority, extorted 1.5 million soms from the relatives of the detainee.
After receiving the money, A.u.Zh. together with psychologist A.Ch.Sh. falsified the initial report on the experimental-psychological examination, resulting in the forensic psychiatric examination declaring M.A.A. incompetent twice, allowing her to avoid criminal liability.
Employees of the SCNS detained both individuals on October 23 and 30, 2025. According to the court's decision, they were placed in the SCNS detention center.
The investigation is currently ongoing, aimed at identifying other employees of the RCPN of the Ministry of Health of the Kyrgyz Republic and internal affairs bodies who may be involved in this corruption scheme.
