In Talas, an arrest was made in a case of extortion of 250,000 soms — a woman testified against a judge

In the Talas region, an investigation has been initiated into a criminal case regarding extortion of a bribe and abuse of official authority.

According to materials published in the State Register of Judicial Acts, on July 17, 2025, the investigative service of the Internal Affairs Department (IAD) opened a criminal case based on a complaint from citizen N.N. concerning the extortion of a bribe by employees of the judicial authorities.

On July 25, 2025, the General Prosecutor's Office initiated another criminal case related to abuse of official position and extortion of a bribe, and transferred it to the investigative service of the Ministry of Internal Affairs (MIA). On the same day, a senior investigator took the case into his own proceedings, and the district court of Bishkek authorized audio and video surveillance.

On July 28, 2025, the criminal case was transferred for further investigation to the investigative service of the IAD of the Talas region.

As a result of operational and investigative activities, on July 28, M.A. was detained while receiving 200,000 soms from R.N., and during the interrogation, she explained that together with judge N.M. and consultant E.B., she demanded a bribe of 250,000 soms for issuing a decision in favor of the applicant.

On July 29, M.A. was detained as a suspect and placed in the temporary detention facility of the IAD of the Talas region, where she was charged under part 4 of article 41, part 4 of article 337, and paragraph 2 of part 2 of article 343 of the Criminal Code.

The investigator insisted on the legality of the detention, which was confirmed by the investigating judge.

The accused and her lawyer disagreed with this decision and filed an appeal with the Talas Regional Court. The appeal stated that the actual detention occurred on July 28, after which M.A. was pressured, threatened with imprisonment and separation from her child, while she was not allowed to breastfeed and was denied access to her defender.

The woman reported that after giving birth, she suffers from postpartum depression, and the pressure from law enforcement exacerbated her condition, forcing her to comply with the investigators' demands.

The lawyer in the appeal requested to recognize the actions of the police as illegal and to issue a ruling on the unlawfulness of her detention. No objections were received regarding the appeal.

The prosecutor did not support the appeal and suggested leaving the decision of the Talas District Court unchanged.

The judicial panel of the Talas Regional Court, having reviewed the case, confirmed that on July 17, 2025, a criminal case was opened based on the complaint of citizen N.N. On July 28, M.A. was detained while receiving 200,000 soms from R.N. and admitted that together with judge N.M. and consultant E.B., she demanded a bribe for issuing a decision in favor of the applicant.

On August 19, 2025, the Talas Regional Court confirmed the legality of the detention.
