The State Committee for National Security detained the head of the rural administration for extorting $100,000 — the court sentenced him to 10 years in prison with confiscation of property.

The Supreme Court confirmed the decision of the district court regarding the former head of the ayil okmotu, Orozbekov, from the Kadamjai district of the Batken region.

He was sentenced to 10 years in prison, confiscation of property, and a three-year ban on engaging in certain activities while serving his sentence in a general regime correctional colony.

In December 2024, the State Committee for National Security (GKNB) reported the discovery of a corruption scheme related to the allocation of land plots for housing construction in the Kadamjai district.

The investigation established that some officials, abusing their powers, demanded $100,000 from local residents for a favorable decision on the allocation of land plots.

On December 14, during the receipt of another bribe amounting to $6,600, D.Zh., the head of the Iskhak-Polotkhan ayil aimak of the Kadamjai district, was detained.

According to the collected evidence, the Pervomaisky District Court of Bishkek sent him to the GKNB pre-trial detention center.



According to data from the State Register of Judicial Acts, Zh.R.D. was appointed as the head of the ayil okmotu on February 27, 2023, but later became a figure in a corruption case.

Thus, on July 24, 2009, by order No. 110 of the head of the Kadamjai district ayil okmotu, L.R., a land plot of 120 hectares was allocated for individual housing construction. Later, the chairman of the public association, I.S.A., discovered that part of the allocated plots — an area of 46 hectares — was missing.

In February 2023, the chairman of the association, S.I., approached the head of the ayil okmotu, Zh.R.D., with a request to resolve the issue of the missing plots for his members.

At that time, the head of the ayil okmotu developed a criminal intent — to illegally obtain money for the allocation of the missing plots. The investigation believes that he deliberately delayed the process to achieve personal gain. In this regard, the chairman of the public association sought help from a citizen of Uzbekistan, T.D.M.

According to the investigation, T.D., aware of S.I.'s age, agreed to help and contacted the head of the ayil okmotu. However, realizing the vulnerability of the elderly person, he demanded $100,000 through T.D. for resolving the issue, threatening to refuse the allocation of land.

On November 11, 2024, S.I. and T.D. transferred 432,000 soms to the account of the head of the ayil okmotu. However, considering the large amount demanded and the corrupt actions of the official, they were forced to contact the GKNB.

As a result, on December 14, 2024, during operational activities, the head of the ayil okmotu was detained while receiving $6,600 at the "Alga" cafe in the village of Alga, Kadamjai district.

On March 26, 2025, the Kadamjai District Court found D.Zh.R. guilty of extorting a bribe and sentenced him to 10 years in prison with confiscation of property, as well as a three-year ban on holding certain positions.

On July 2, 2025, the Batken Regional Court changed the sentence, found the former head of the ayil okmotu guilty on another count, and sentenced him to 7 years in prison with confiscation of property and a three-year ban on holding government positions. The rest of the sentence remained unchanged.

The prosecutor of the Batken region, Tashkojoev, filed a petition with the Supreme Court requesting the annulment of the regional court's decision and the upholding of the district court's sentence.

A cassation appeal was also submitted by the convicted person's lawyer, who requested to reclassify the case and impose probation supervision.

In turn, the second lawyer of the defendant filed a complaint requesting the annulment of the court acts and the referral of the case for new consideration.

The prosecutor indicated that the appellate court issued an unjustified verdict, as it was not proven that the head of the ayil okmotu extorted a bribe. He insisted on the annulment of the regional court's decision.

The convicted person's lawyer noted that the process was superficial, the facts were not properly assessed, and the punishment was too harsh. He also requested the annulment of the court acts and the referral of the case for new consideration.

On October 22, 2025, the Supreme Court, having studied the case materials, annulled the ruling of the Batken Regional Court dated July 2, 2025, concerning D.Zh.R.
The verdict of the Kadamjai District Court dated March 26, 2025, was upheld.

The cassation petition of the prosecutor was granted, while the cassation appeal of the lawyer was dismissed.

This ruling is final and not subject to appeal.
