According to the press service of the Main Internal Affairs Directorate of Bishkek city dated October 14, 2025, the akim of the Nookat District was detained in a case of illegal construction in the village of Kok-Jar, in contour No. 172.
According to police data, within the framework of the criminal case under Article 336 ("Corruption") of the Criminal Code, it was established that Ch.E., the former head of the Kok-Jar rural administration and now the akim of the Nookat District, along with major landowners O.S. and Zh.T., organized a conspiracy. The investigation suggests that they illegally divided large plots of land into smaller ones in contour No. 172, which were then sold for the construction of residential houses. "As a result, illegal construction was occurring en masse in the territory of the Kok-Jar rural area — electric poles were installed, water pipelines were laid, and gravel roads were constructed. These actions caused damage to fertile agricultural lands, exceeding 2 billion soms," the police noted.
Ch.E. was detained and placed in a temporary detention facility.
Emil Chaki baev took the position of akim of the Nookat District State Administration of the Osh region on March 5, 2025.
He was born in 1982 in the village of Kok-Jar in the Alamudun District of the Chui region. He previously held the position of head of the Kok-Jar rural administration and later worked as the deputy akim of the Alamudun District.
