The creation of the LLC "Medical Center of KNU 'InterHospital'" took place in 1997 with the aim of improving medical education, where Ismankulov became the director. In 1998, a contract was signed with the Korean company "Medison Co. LTD" for the supply of medical equipment. However, later, according to the investigation, through fictitious meetings of the founders of "InterHospital," the state's share was transferred into private hands, which led to the corruption scheme.
From 1999 to 2000, medical equipment worth over $9 million was delivered to Kyrgyzstan. However, according to the plan developed by Ismankulov, with the help of some officials from KNU, the Ministry of Health, and the Ministry of Education, this equipment was illegally distributed among private clinics owned by him. At the same time, the loan for the purchase of the equipment has not yet been repaid, and its payments, according to a court decision, fall on the state. Considering inflation, by 2025 the debt will amount to about $31 million.
As reported by the Ministry of Internal Affairs, as a result of operational-search activities, Ismankulov was detained on suspicion of committing a crime under the article "Corruption" of the Criminal Code of the Kyrgyz Republic. The First May District Court of Bishkek has chosen a measure of restraint in the form of detention. Currently, additional investigative actions are ongoing to identify all individuals involved in the case.
It is worth reminding that in 2023, a criminal case was initiated against Almazbek Ismankulov and some municipal officials under the same article. The investigation claims that, despite the fact that the building of the 2nd block of Clinical Hospital No. 6 is not subject to lease by individuals, Ismankulov and several city hall employees illegally rented it out at a reduced cost, resulting in damage to the state amounting to 93 million 162 thousand 576 soms. Ismankulov was taken into custody in this case.
