Among the main figures in the case are Almazbek Ismankulov, as well as several officials from the Kyrgyz National University named after Jusup Balasagyn, the Ministry of Health, and the Ministry of Education.
In 1997, the university established the LLC "Medical Center of KNU 'InterHospital'," where Ismankulov became the director. In 1998, he signed a contract with the Korean company Medison Co. LTD for the supply of medical equipment for the country. However, according to the investigation, an illegal transfer of the university's state share into private hands was subsequently carried out through a fictitious meeting of founders.
From 1999 to 2000, equipment worth over $9 million was delivered to Kyrgyzstan. Ismankulov, with the help of some employees from KNU, the Ministry of Health, the Ministry of Education, and other departments, organized the transfer of this equipment to private clinics owned by him.
Currently, the loan taken for the purchase of this equipment has not been repaid, and according to a court ruling, the obligations to repay the debts lie with the state. In terms of 2025, the amount of debt reaches $31 million.

As a result of operational activities, the Main Department of Criminal Investigation of the Ministry of Internal Affairs detained Ismankulov on suspicion of committing a crime under Article 336 of the Criminal Code of the Kyrgyz Republic "Corruption."
The First May District Court of Bishkek decided to apply a preventive measure in the form of detention for Ismankulov. The investigation is ongoing, and law enforcement agencies are working to identify all those involved in the case.
