Criminal proceedings have been initiated against Ismankulov and several high-ranking officials of the Kyrgyz National University named after J. Balasagyn, as well as the Ministries of Health and Education. He is suspected of committing corruption offenses under Article 336 of the Criminal Code of the Kyrgyz Republic and has been placed under arrest.
The investigation was initiated in connection with identified corruption schemes related to the illegal acquisition and appropriation of medical equipment that was supplied to the country through foreign technical loans.
Since its establishment in 1997, the LLC "Medical Center of KNU 'InterHospital'" under Ismankulov's leadership signed a contract in 1998 with the Korean company "Medison Co. LTD" for the supply of medical equipment. However, subsequently, through fictitious founding meetings, the state share of the university was transferred to private ownership.
From 1999 to 2000, medical equipment worth over 9 million dollars was delivered to Kyrgyzstan. However, according to a plan developed by Ismankulov, with the assistance of several officials, this equipment was illegally distributed among private clinics owned by him. Meanwhile, the loan taken for the purchase of the equipment has not yet been repaid, and according to a court ruling, its payments have been imposed on the state. By 2025, the debt amount is expected to reach 31 million dollars.
The investigation is currently ongoing, aimed at identifying all individuals involved in this case.
