In relation to the suspect in the extortion of 50 thousand dollars, N.D.M., a measure of restraint in the form of detention has been chosen until the investigation is completed.

According to the information from the State Committee for National Security (GKNB), announced on October 24, 2025, the human rights activist demanded the specified amount for a favorable decision on a criminal case currently being investigated by the Ministry of Internal Affairs' Investigative Service. Data on the incident confirms this information.

N.D.M. acted by proxy, representing the interests of the victim in various state instances. According to the investigative authorities, she promised to release the detainee in the criminal case, allegedly having negotiated with representatives of the Ministry of Internal Affairs.

The suspect was detained on September 17 while receiving 20 thousand dollars. She is currently in pre-trial detention center No. 23, and the investigation is also checking the possible involvement of police officers in this case.

According to the case materials available in the State Register of Judicial Acts, N.D.M. holds the position of chairperson of a public association.

The Karakol City Court issued a decision to detain N.D.M. for the duration of the investigation as a measure of restraint.

The investigative authorities accuse D.M.N. of committing a crime under Article 41, Part 4, and Article 343, Part 3 of the Criminal Code, which includes aiding and extorting a bribe in a particularly large amount.

The lawyer, disagreeing with the court's decision, filed an appeal, pointing out that N.D.M. has serious illnesses that hinder her detention. According to the Cabinet of Ministers' resolution No. 457, such illnesses include type 2 diabetes and severe cardiovascular diseases.

The lawyer noted that N.D.M. indeed has these illnesses, as confirmed by medical documents. He requested to change the measure of restraint to house arrest and to leave the investigator's petition unsatisfied. No objections were received regarding the appeal.

The judicial panel of the Issyk-Kul Regional Court, having reviewed the materials, upheld the decision of the investigative judge of the Karakol City Court. The appeal was rejected, and the decision comes into legal force from the moment it is announced. The ruling is not subject to appeal.
