As part of the General Prosecutor's Office, a specialized unit has been created to oversee the protection of entrepreneurs' rights. Ashyrbaev also shared several important procedural innovations:
• A criminal case against an entrepreneur can only be initiated in the presence of documented evidence of violations, such as expert opinions, inspection reports, and audit reports.
• The use of preventive measures in the form of detention for economic crimes will be excluded, except in cases of evasion from investigation and court.
Specialized Unit for Entrepreneurs' Rights
• monitors the legality of business inspections;
• ensures the legality of actions by tax, law enforcement, and other regulatory authorities;
• prevents duplication and non-procedural inspections;
• analyzes regulatory acts for the presence of corruption factors;
• promptly reviews entrepreneurs' appeals;
• applies prosecutorial measures in case of violations.
Contacting the unit can be done through entrepreneurs' appeals, including a hotline and digital services, as well as during working meetings with representatives of the business community.
Ashyrbaev noted: "These norms establish clear evidentiary criteria for initiating criminal prosecution and limit the application of imprisonment measures in economic cases, aimed at reducing regulatory pressure while maintaining accountability for violations."
