Abiybilla Akmatov was born in 1984 in the Orozbekov rural area, located in the Kadamjay district. He studied at the Kyrgyz National Agrarian University named after K.I. Skryabin from 2002 to 2008 and is a specialist in the organization and safety of road traffic.
In addition, he also studied at the Faculty of Law of the Kyrgyz National University named after J. Balasagyn.
Also resigning was Tügalbay Kudaykulov, the deputy head of the rural administration of the Orozbekov rural area.
According to available information, both deputies made the decision to leave their positions voluntarily.
