At the People's Kurultai, a delegate from Osh, Aysalkyn Karabaeva, expressed concern about human rights violations in the country, noting that laws are applied selectively: some citizens are protected, while others are not.

She emphasized that the conditions in the pre-trial detention center (SIZO-1), where suspects and defendants are held, are terrible.

“Prisoners are subjected to torture. On the day of the court hearing, they are woken up at 6 a.m. and sent to court on an empty stomach. Upon arrival at the court, the guards, citing internal instructions, even deny sick people water. They need water and medicine, but no one cares. Even if they are guilty, as citizens of the Kyrgyz Republic, they have the right to humane treatment,” she stated.

Karabaeva also noted that the parents of the detainees stand in line from 6 a.m. to deliver food to them. In the summer heat, they may wait for 5-6 hours, and sometimes the food spoils, but it is still handed over to the SIZO. In cold weather, even the stoves sent by relatives have been confiscated by the guards. The prisoners are freezing, and I consider this torture,” the delegate added.

She appealed to President Sadyr Japarov to pay attention to this situation and consider the possibility of adopting an amnesty law.
