Women in Pre-Trial Detention Reported to the Ombudsman About Intimidation and Restrictions on Visits with Children

The Ombudsman Jamiliya Jamambaeva visited the pre-trial detention center (SIZO-1) in Bishkek


During the visit, detained women reported instances of intimidation and abuse by staff, as well as difficulties with medical care and restrictions on communication with their children.

Jamiliya Jamambaeva inspected the conditions of detention and the observance of the rights of the arrested. She examined all 19 cells in the women's section and held personal meetings with 12 women who expressed a desire to discuss their problems, providing them with legal advice and accepting their statements.



According to the women, they face obstacles in communicating with relatives, and medical assistance is either insufficiently prompt or completely unavailable. Additionally, they noted that the consideration of their cases in courts is delayed. Some of them do not have lawyers or cannot establish contact with their defenders.

Particular attention was paid to issues of communication with children: the detained women requested an increase in visitation time, as brief meetings do not allow for meaningful interaction with their children.

The Ombudsman's press service reported that in one case, a one-and-a-half-year-old child was with the detainee, transferred along with the mother from another facility. The Ombudsman called on the SIZO management to ensure the protection of the child's rights and to create appropriate conditions for them.



The Ombudsman also assessed the quality of food for the detainees and noted the need for improvement. Among the detainees are foreign nationals: for example, a citizen of Uzbekistan requested to expedite her extradition, while a Russian citizen inquired about the possibility of phone communication with her children and attending a meeting with the investigator.

Since the beginning of the year, staff from the Ombudsman's Institute have conducted 71 visits to the SIZO, resulting in 21 statements from women.

As a result of the inspection, recommendations were sent to the leadership of the State Service for Execution of Sentences (GSIN) to ensure the rights of the arrested and prevent violations of the Constitution.

It is worth noting that SIZO-1 houses 129 women and 1,514 men.
