A tragic incident occurred in the Issyk-Kul region.


Jamilya Dzhamanbaeva, the ombudsman of Kyrgyzstan, urged law enforcement agencies to strictly adhere to the constitutional rights of citizens, including the right to appeal and receive timely and justified responses.

This statement was made against the backdrop of a complaint from a 20-year-old resident of Temirovka, who expressed dissatisfaction with the inaction of investigators from the Issyk-Kul District Department of Internal Affairs regarding the case of her 24-year-old husband, who worked as an electrician at the NESC branch.

The incident occurred on May 20, 2025, in the village of Semenovka while addressing the aftermath of adverse weather conditions. According to the family, when the electrician was finishing his work on the line, a guard from a private recreation center unexpectedly turned on the switch, which led to a fatal electric shock. An examination confirmed that the death was caused by electrical trauma.

The family of the deceased reported that they were not informed about the progress of the investigation. As the relatives found out, the investigator from the Department of Internal Affairs made a decision to refuse to initiate a criminal case back on July 27, but did not notify the family about this.

After contacting the Ombudsman Institute, the agency sent a letter to the Department of Internal Affairs requesting an additional review and assessment of the actions of the employees who violated procedural norms.

The Prosecutor's Office of the Issyk-Kul region recognized the decision to refuse to initiate a case as unfounded and forwarded the materials for additional investigation, which is currently ongoing.
