Spent money, but no results? Residents of the rural district spoke about water issues

Residents of the Uch-Terek rural district in the Toktogul region, located in the Jalal-Abad province, have appealed to the ombudsman with complaints about issues related to the quality and access to drinking water.

A representative of the ombudsman conducted monitoring to assess the availability of social infrastructure in this region.

The lack of regular sanitary control violates the requirements of the Law "On Drinking Water" and the technical regulation "On the Safety of Drinking Water".

Moreover, residents of three villages in the Uch-Terek rural area pay significantly more for water than in other localities in the province and even in the capital. The water tariff is 31.7 soms per cubic meter, while in Toktogul the price is 17 soms per cubic meter, and in Bishkek — 10.45 soms.

Local residents express dissatisfaction with the high tariffs, noting that it negatively affects their socio-economic situation.

Additionally, they point out that local authorities and contractors do not take effective measures to address this problem, shifting responsibility onto each other.

The situation in Uch-Terek highlights systemic deficiencies in the implementation of state and donor programs.

According to the Ministry of Water Resources, Agriculture, and Processing Industry, since 2019, only 88 projects aimed at providing the population with clean water have been completed, totaling over 5.7 billion soms. However, the effectiveness of these projects raises serious doubts, calling into question the targeted use of budgetary and donor funds and potential corruption risks.

Jamila Jamambaeva emphasizes that the current situation violates the fundamental social and environmental rights of the region's residents.

She has sent an appeal to the Cabinet of Ministers of the Kyrgyz Republic proposing measures to address the issue of access to clean water in the Uch-Terek rural area. She also called for an inspection of the implementation of the "Taza Suu" program in the villages of Uch-Terek and Sargata and to determine the responsibility of the commission overseeing the project.

The institute also insists on the necessity of conducting a comprehensive audit of all projects related to providing the population with clean drinking water that have been implemented since 2019.
